Bolivian President Evo Morales attempted to re-establish political control with a referendum Sunday. Morales is the first pure Indian Bolivian President. His socialist policies have alienated much of the country's wealthy elite, which have largely European ancestry and live in the eastern lowlands of South America's poorest country. Morales' popularity is at an all-time high of 59%. However Bolivia is divided between wealthy states and poor states of farmers and coca growers in the western highlands. The former coca grower Morales seeks to unify the county, while powerful eastern city-states seek to end his rule by any means. He has been blocked from entering regions and some call for a military coup to depose the leftist leader.

Mauritania recently discovered oil and iron ore deposits. But President Sidi Abdallahi had made some progress, legislating harsh sentences for slavery and bringing back refugees who had fled in previous decades. Coup leader General Mohamed Aziz says he plans to hold elections as soon as possible. Some ordinary Mauritanians worry such talk may be little more than lip-service as the military elite seeks to regain power.
